According to the RV 1103 datasheet, there are two SPIs in that SoC. How to initialize the second SPI and how to connect the pins?

Hello, the Luckfox Pico does not expose the pins for SPI1 (the second SPI). If you have multiple SPI devices, it is recommended to share SPI0 and use the CS (Chip Select) pin to differentiate between devices.
