Pico / Ubuntu has wrong owner for some system directories

I am using a Pico Ultra W. I installed the ubuntu image 5.10.110.

Some of the system directories, including /bin, /lib and /usr have owner:group of pico:pico. It should be root:root.

There may be other affected directories beyond the ones I mentioned.

I found this when configuring sshd to reference a file in /usr and it gave this error:
error: Unsafe AuthorizedKeysCommand "/usr/local/bin/getkeys.d.sh": bad ownership or modes for directory /usr
